A High-Performance Rate Control Algorithm in Versatile Video Coding Based on Spatial and Temporal Feature Complexity

This paper presents a high-performance rate control (HPRC) algorithm for the Versatile Video Coding (VVC) standard that aims to achieve higher coding efficiency by considering spatial and temporal feature complexity. The HPRC differs from conventional (RC) algorithms in it uses an adaptive Canny operator (ACO) with novel double-threshold obtain complexity of video content accurately. Moreover, advanced bit allocation strategy at frame-level tree unit (CTU)-level is constructed realize rational RC thoroughly exploring relationship between bits To improve precision RC, appropriate parameter updating based on quasi-Newton also proposed. Experimental results demonstrate proposed outperforms default VVC Test Model (VTM) 18.0, Bjøntegaard Delta Rate (BD-Rate) savings 8.77% 10.34% under Low Delay_P Random Access configurations, respectively. Furthermore, shows performance enhancements compared other algorithms.
